MMX helps a lot to play VCDs... You can unse Windows 98's (called Activemove-Control) or Win95B's Media Player or the XING MPEG player for VCDs, these are the best ones. Go to the directory "mpegav" and play the file "AVSEQ01.DAT". You can also watch the video full-screen. (ALT-RETURN in Win98's Mediaplayer).

How can I force the media player 11 to also sync the other media formats like mov, aac, mp4 etc. to my PDA? You might have media synchronization issues if you upgrade to Windows Media Player 11 if your device doesn't have WMP 10 Mobile. For more information refer - http://www.microsoft.com/windows/windowsmedia/player/windowsmobile/default.aspx. But even if you cannot synchronizes, that doesn't mean you can't play music.
